Setzer spoke about the long history of the IPA’s interventions in this debate, especially his testimony before the Canadian Government’s Standing Committee on Industry, Science and Technology in 2018 when he spoke about Canada’s new position as an outlier in the global copyright ecosystem as a result of the 2012 amendments. He stressed the destructive effects of the amendments on Canadian educational publishers, authors and students. The Canadian Government has finally admitted that there is a problem with its legislation and has committed to fix it. Hugo finished by calling for immediate, proper and adequate amendments to the Canadian Copyright Act to help resuscitate the local educational publishing sector.
