The meeting, chaired by Boris Faingola of Uruguay, discussed the digital migration of books, GST/VAT on books, the WIPO Marrakech Treaty for the visually impaired and a number of country-specific issues. Of major concern for many publishers is the threat posed to their business by the continued widening of copyright exceptions. In Latin America, the GIE are fearful that their governments will use the pretext of ratifying the Marrakech Treaty to bring in other, broader and more damaging exceptions. The group was united in emphasizing this major difference between their situation and that of their colleagues in Europe and the USA.
