Which countries apply most tax to books?

A new IPA/FEP special report reveals wide differences in national approaches to applying Value Added Tax (VAT) or Goods and Services Tax (GST) to books and e-books. Only 22% of countries apply standard rate VAT/GST to printed books, while 69% apply standard VAT/GST to e-books. The global average VAT/GST rate for print is 5.75%, while for digital it is 12.25%.
